Monroe is located in southern Orange County in the State of New York . The Town encompasses three Villages: the Village of Harriman , the Village of Monroe and the Village of Kiryas Joel . A small portion of the Village of Harriman is in the Town of Woodbury . The Town of Monroe comprises 2.9% of Orange County 's land mass. As of the 2000 Census, Monroe has the largest population of any town in Orange County at 31,407.

The town is named after President James Monroe
